The overall purpose of UNICEF China’s Social Policy programming is to ensure that fewer children in China are subject to multidimensional poverty by improving their access to affordable social protection mechanisms and quality social services. This will protect children’s rights—particularly for the most vulnerable and those lagging behind—allowing them to achieve their educational potential, improve health outcomes, and assume their roles as productive members of society, community, and family in China's rapidly transforming environment.
How can you make a difference?
This mapping will lay the foundation to identify potential coverage gaps and promote a technical dialogue with relevant authorities in China to guide future UN support in strengthening the Chinese social protection system, contributing to effective coverage and benefits adequacy, and fostering a harmonious system and shared prosperity.
Expected Deliverables:
- A mapping report in English and Chinese, composed of three parts:
- An overview of social protection schemes in China using a life-cycle and rights-based approach;
- Social protection policies in implementation, including scope, type, coverage, and benefit levels;
- Identified gaps.
- Two validation workshops organized in consultation with UNICEF and ILO on social insurance and social assistance to present mapping findings, inviting relevant ministries and experts.
- A final report in English and Chinese, incorporating inputs from the validation workshop.
Qualifications:
To qualify as an advocate for every child, you will have:
- A master’s degree in public policy, development studies, public management, or other relevant majors.
- At least 7 years of work experience in social protection.
- Good knowledge of the social protection system in China.
- Strong analytical, communication, and writing skills in English and Chinese.
- Experience in facilitating workshops is desirable.
- Working experience with government and UN agencies on social protection is a strong asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible for ensuring that the visa (if applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates must confirm their fully-vaccinated status against SARS-CoV-2 (Covid-19) with a WHO-endorsed vaccine before starting the assignment. This does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, program delivery locations, or directly interact with the communities UNICEF serves, nor to travel for UNICEF functions during their consultancy contracts.
