Position Overview
The University of South Carolina is seeking a System Procurement Manager I to join the DAF Purchasing and Central Supply department. This role is responsible for processing and managing orders for a wide range of purchases, from simple transactions to more complex ones requiring advanced competition. The Procurement Manager will also handle contract administration, negotiate terms, and serve as a liaison between the university, faculty, staff, and suppliers.
This position requires a strong understanding of procurement policies, contract administration, and the ability to work with diverse groups to meet the needs of the university community.
Key Responsibilities
- Procurement Processing: Manage orders for a variety of purchases, ranging from small/simple transactions to technical/large-scale purchases. Responsibilities include negotiating, responding to protests, conducting debriefings, and managing discussions and panel meetings.
- Contract Administration: Oversee all contract administration duties, starting with specification development and continuing through contract close-out or property disposal.
- Liaison Role: Serve as a consultant for the university community, including faculty, staff, suppliers, and other stakeholders, ensuring smooth procurement operations and addressing procurement-related questions.
- Additional Duties: Provide administrative support as needed, participate in committees and task forces, and attend professional networking and development events.
Required Qualifications
- Education: A bachelor’s degree in a related field.
- Experience: At least 2 years of job-related experience, or an equivalent combination of job-related education, training, and experience.
Preferred Qualifications
- Certifications: Universal Public Procurement Certification Council (UPPCC) CPPO or CPPB certification. NIGP-CPP certification is preferred.
- Procurement Knowledge: Familiarity with state procurement policies and procedures, including the SC Consolidated Procurement Code.
- Communication Skills: Excellent written and oral communication skills and strong decision-making abilities.
