MOFCOM SCHOLARSHIP
The Degree Education Programs, sponsored by the Ministry of Commerce of the People’s Republic of China, aim to cultivate high-end business officials and managerial personnel for recipient countries. The programs offer one-year and two-year master's programs, as well as three-year doctoral programs. The goal is to educate high-end, interdisciplinary talent in the fields of government, trade, foreign affairs, agriculture, technology, education, culture, and health. This initiative contributes to building intellectual capacity and facilitating economic and social development in the recipient countries. These fully English-taught programs provide support to governmental officials, research fellows, and senior managerial personnel for their master's and doctoral education in China. The programs play an increasingly significant role in promoting economic cooperation between China and the students’ home countries, garnering great attention from host governments.
The MOFCOM Scholarship-CSC Program, established by the Ministry of Commerce of the People’s Republic of China, aims to strengthen communication and cooperation between China and other countries while developing talents for developing nations. Since 2015, the program primarily sponsors young and middle-aged talents from recipient countries to pursue postgraduate degree education in China, with the China Scholarship Council entrusted to administer the scholarship.
I. Supporting Categories, Duration of Scholarship, and Instruction Language
MOFCOM Scholarship-CSC Program supports Master’s programs for 2-3 years or PhD programs for 3 years. Scholarship winners must register for English-taught programs.
II. Where & When to Apply
The Economic and Commercial Counselor’s Office (ECCO) of the Chinese Embassy in your country will be open for application. Please consult the application receiving authority for the annual deadline.
III. Eligibility
To be eligible, applicants must:
- Be a citizen of a developing country other than the People’s Republic of China, and under the age of 45.
- Be physically and mentally healthy, with a physical examination report issued by a local public hospital.
- Have at least three years of working experience and hold a bachelor’s degree when applying for a master’s program or a master’s degree when applying for a doctoral program.
- Be public officials of division level and above or senior management staff in government sectors, organizations, or enterprises, or academic backbones of universities and research institutions.
- Be proficient in English (equivalent to IELTS 6.0 or TOEFL 80 and above).
- Be committed to promoting friendly exchanges and cooperation between the host country and China.
- Not be studying in China or admitted to other scholarship programs provided by the Chinese government.
IV. Scholarship Coverage
- Students are exempt from tuition fees, teaching material fees, research and survey fees, allowance of English-taught programs, and dissertation guidance fees.
- Free on-campus accommodation.
- Monthly stipend: 36,000RMB per year per master student, 42,000RMB per year per PhD student.
- One-off resettlement fee: 3,000RMB per person.
- Free medical insurance for international students.
- One-time round-trip international airfare for all students and a maximum of “n-1” round-trip international airfares for home visits.
- Compulsory annual review for all students. Those who pass the review may continue to enjoy full scholarships in the next year.
- Other expenses are managed and used by the Ministry of Commerce or the universities and shall not be distributed to students. The Ministry of Commerce provides financial assistance only within the enrolled academic duration. Students who postpone graduation will not receive continuing sponsorship.
V. Application Documents (written in Chinese or English)

- Photocopy of highest diploma.
- Photocopy of academic transcripts.
- A Study Plan or Research Proposal, plus a resume including educational background and working experience after high school.
- Two recommendation letters, including one from the current employer and one from an academic perspective.
- Photocopy of the Foreigner Physical Examination Form.
- Photocopy of the English proficiency certificate.
- Photocopy of a valid passport.
- Non-criminal Record Report (valid certificate issued by the local public security authority, usually within 6 months prior to the submission date).
Submission Offline
- Obtain approval and recommendation from the relevant department of the host country before applying.
- For applicants allowed to submit directly to the Embassy of China, obtain permission or a recommendation letter from the host government and submit original documents to the ECCO of the Chinese Embassy. Provide scanned electronic copies as well.
Reminders:
- All documents should be in Chinese or English, or provide notarized copies.
- Original copies of degrees, transcripts, Foreigner Physical Examination Form, and language certificates must be presented for on-site verification.
- Applicants will receive all hard-copy materials back from the ECCO of the Chinese Embassy. If admitted, students must take the documents to China for verification and archiving.
- Bringing a spouse or other dependents is not allowed during the students’ study in China, and the scholarship will not cover related costs.
- No explanation will be given on the enrollment result.
- Applications without a recommendation from the ECCO of the Chinese Embassy will not be considered.
VI. Placement
Each applicant can choose one major and three preferred universities out of the 26 designated universities. CSC will place each applicant in one university based on their choices and universities’ requirements.
VII. Admission & Registration
Scholarship winners will receive the admission package from ECCO of the Chinese Embassy by the end of August and must register at the host university before the deadline in September."
